Request for Reconsideration of the Ban on Eating in Public during Ramadan

I am writing to express my concerns regarding the ban on eating in public during the month of Ramadan in Morocco. Although I acknowledge the sanctity of this month for Muslims and respect their religious practices, I believe that this ban infringes on the fundamental rights of individuals who do not observe Ramadan or who do not belong to the Muslim religion.


Indeed, this measure contradicts Article 25 of the Moroccan Constitution, which recognises the freedom of conscience, belief, and religious practice for each individual. Moreover, this ban goes against the universal principles of human rights, such as those stated in Article 18 of the Universal Declaration of Human Rights, which Morocco has signed, protecting the freedom of thought, conscience, and religion.


I am convinced that each individual has the right to practice their religion or not to practice one without being penalized by law. The ban on eating in public during Ramadan infringes upon citizens' fundamental rights to freedom of religion and personal choice in matters of food. It restricts individuals' ability to express their cultural and religious identity and goes against the principles of tolerance and respect for diversity that are essential to any democratic society.


Additionally, it is worth recalling that Article 19 of the Universal Declaration of Human Rights, which Morocco has ratified, states that "everyone has the right to freedom of thought, conscience, and religion; this right includes freedom to change his religion or belief and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship, and observance." Consequently, the ban on eating in public during Ramadan contradicts this fundamental right.


Therefore, I implore you, Mr. Minister, to reconsider this law and reform it to respect the rights of all Moroccan citizens, regardless of their religion or religious practice. By lifting the ban on eating in public during Ramadan, you will provide all citizens with the opportunity to exercise their fundamental right to freedom of religion and access to food.


Thank you for your attention to this important issue, and I sincerely hope that you will consider this request to ensure respect for the fundamental rights of all Moroccan citizens.
